Drew Bernstein, CPA
Drew Bernstein is the Co-Regional Managing Partner of Marcum Bernstein & Pinchuk, initially co-founder of Bernstein & Pinchuk, a PCAOB registered accounting firm which has been providing SEC audit and advisory services to Chinese companies since 1983. The firm is a member of the Marcum Group and an affiliate of Marcum LLP, a leading U.S. accounting and advisory firm. The combined firm is one of the largest middle market accounting firms servicing China-based, US publicly traded companies.
Bernstein is a distinguished expert with deep knowledge of the China and U.S. financial ecosystem with experience extending across Asia, Europe and Africa. Industry experience encompasses technology, education, retail, manufacturing, hospitality, pharmaceutical and real estate. Bernstein directs a global team, featuring highly trained PCAOB and SEC accounting experts and financial consultants working in New York City as well several offices across China.
Additionally, Bernstein is respected as a valuable industry thought leader and news commentator. Neil Pinchuk CPA
Neil Pinchuk, a cofounder, has more than 30 years of experience advising public and non-public companies in diverse industries including manufacturing, wholesaling, retail, professional practices, nonprofit entities, investment funds, broker-dealers, and real estate. He is considered a technical expert in areas including multi-state taxation, partnership and corporate taxation, U.S. taxation of foreign companies and investors, payroll and sales taxes, and taxability of like-kind exchanges.
Neil’s extensive international experiences have made him an authority in forming U.S. companies and complying with federal, state, and local tax laws. He also has significant technical expertise in SEC and U.S. accounting and auditing standards and regulations.
In addition to conducting technical training seminars, Neil is a speaker at industry conferences. He has qualified as an expert witness and also serves as a director and officer of a prestigious foundation that was honored with the President’s Voluntary Action Award by the late President Ronald Reagan. Mr. Pinchuk graduated with honors from the accelerated accounting program at the State University of New York at Albany and is licensed in the State of New York and other states. He is a member of the AICPA, NYSSCPA and the NSA.
Charles Yin, CPA,CICPA

Mr. Yin started his career in the financial services group at Arthur Andersen and then joined PwC for years. His main served clients include Ping An Insurance Company of China, Bank of China, China Life Insurance, China Unicom and other giant enterprises listed both in domestic and oversea capital markets, with in depth knowledge of the macro economy in China. Mr. Yin owns the efficiency and pragmatism from Andersen as well as the preciseness and tranquility from PwC.
After joining the MBP in 2008, he accomplished its layout in the Asia Pacific Region, excavated and cultivated a number of outstanding talents in various professional field with well emphasis on the entrepreneurial thinking, innovation consciousness, elite culture and team spirit. As the CEO of MBP, Mr. Yin has built up seamless and highly integrated connection between offices and functional departments in China and the United States, and made full use of all resources available.
Mr. Yin has successfully led the initial public offering (IPO), annual audits and strategic consulting services for a number of Chinese companies listed on NASDAQ, NYSE and Hong Kong Stock Exchange, and has a deep insight of main challenges in foreign capital markets for Chinese listed companies.Mr. Yin is proficient in various business models and capital operation of more than 20 industries, especially on new financial and new consumption areas.
Mr. Yin graduated from Sun Yat-Sen University with honors, and single passed the Chinese CPA qualification examination in 2000 and American CPA qualification examination thereafter.
Rong Liu, CPA
Rong Liu has more than 20 years of experience working with publicly and privately held companies across a broad array of industries, including telecommunications, technology, media, manufacturing, consumer businesses, and banks. Rong plays a central role in Marcum BP’s SEC practice in China by assisting clients with public offerings of their securities and various complex accounting and financial reporting issues. Before joining Marcum BP, he was a partner at Friedman LLP’s New York office, and a Senior Manager at Deloitte’s Dallas office, among other positions.
Rong has demonstrated proficiency helping clients solve challenges in diverse areas, including internal controls and SOX compliance, SEC reporting related to IPOs, complex revenue recognition arrangements, debt and equity transactions. He has extensive experience with accounting for business combinations, stock-based compensation, and oversees financial and M&A due diligence assignments.
Rong received a B.A in Accounting and Finance from Wuhan University in Hubei and an M.A. in Accounting (emphasis on auditing and financial reporting) from the University of Texas at Austin.
Cindy (Xiaomeng) Yu, CICPA, CIA
CPA – Assurance
Cindy Yu has substantial experience providing accounting, auditing and taxation services for U.S.-listed, multinational and private companies in various industries, including technology, manufacturing, pharmaceutical, engineering and advertising. Prior to joining MBP, Ms. Yu was a member of the U.S. GAAP audit team at Deloitte Touche Tohmatsu.
Ms. Yu has assisted numerous clients with complex capital market transactions, IPOs and accounting and financial reporting matters, including SOX compliance and internal controls, business combinations and M&A due diligence. She has been involved in SOX-404 testing of design, implementation and operating effectiveness for financial reporting at NASDAQ-listed companies, which has afforded her working knowledge of the issues facing SEC registrants. Ms. Yu has worked on audit engagements for pre-IPO U.S. companies, evaluating revenue recognition and amortization methods.
Ms. Yu received a B.A. in Economics from the International Economics and Trade Beijing Foreign Studies University.
